And even the normally Democrat hugging Sacramento Bee has already concluded two immutable truths;

* The budget won't get done on time
* We, the taxpayers, are screwed

The state budget will be late again this year, barring some fiscal or political force that has yet to assert itself.

Gov. Arnold Schwarzenegger, who will offer a revised plan Wednesday, says the soft economy has contributed to a gap between expected revenues and expenditures that could reach $20 billion for the year beginning July 1 – about a fifth of the $101 billion plan he proposed in January.

But that isn't necessarily the only reason the budget probably will be tardy.

Various voter-approved budget rules, notably the constitutional guarantee for minimum school funding, limit policymakers' choices for cuts. Other ballot measures largely protect transportation funds and local government payments.

Some of the rules can be suspended – with enough votes in the Legislature – but those decisions can be politically perilous, particularly if they take on a powerful special interest, such as public school teachers.

Lawmakers are calendar-challenged: They have more than five months from the unveiling of the governor's proposal in January until the June 15 deadline but never seem to get down to real work on the big decisions until the proposal is revised in May based on April tax returns and updated spending estimates.

Legislative leaders counter that economic projections can change dramatically between the holidays and income tax season and they need to wait to make choices with more precision. In the meantime, they say, budget subcommittees review dozens of programs in the governor's proposal.

Court decisions through the years have ordered the state to pay most school expenses, health and welfare programs required by federal law and state employee payrolls even without an approved budget.

That reduces the political consequences for tardiness, making it easier for legislators to hold out through the summer based on ideology and encouraging brinkmanship.

here's two ideas for balancing the budget:
1. cut funding to the Illegals
2. cut the pay of politicians to less than 100K a year


if you see a light at the end of the tunnel, it's just a photon torpedo

1.) don't pay the capons a cent during the time the budget isn't passed. No pay, no per diem. Don't get it retroactively either.

2.) slap them with breach of contract suits. The promise to uphold the Constituion of the State of CA. They fail to do that. Contract is void.

you guys JUST DON"T GET IT" here is the new plan
-tax "the rich"
-demonize the job producers
-regulate
-increase fees
-give large raises and promises to government
workers
-extend benefits for government employees beyond
anything private industry can responsibly
employ
-blame everyone else
VOTE FOR ME...OH AND DARE TO DREAM and "HAVE THE AUDACITY OF HOPE"

Hmmm, well that is one way of putting it. Particularly since the budget does not account for the rising cost of fuel that will affect schools, fire, cops, spraying for moths, basically everything and then some.

Since I am not particularly fond of the idea of passing on debt to the next generation I am not big on the idea of more bonds. Nor do I believe that betting on future lottery and “gaming” revenues is a good idea (for multiple reasons).

That leaves us with the 2 broad categories of tightening the belt and raising “revenues”. I think we need to expect both of them.

As opposed to some here I don’t think we should place an unrealistic cap ($100K) on what all legislatores get paid - that would only encourage more corruption.

One of the big problems as I see it is the special interests. I propose a PAC tax. All lobbyists pay a fee for any time they spend communicating with anyone involved in the government. This includes personal or written communication. Individuals (taxpayers) would still be able to communicate with the elected folks in the same way we always have (impersonal calls and letters that if we are lucky get compiled into statistics). Obviously this is not going to solve the short term problem but it might help the long term one.

I’m thinking off the top of my head here. What do the rest of you think?

The politicians are suppose to reflect the average person. The average person when the money gets tight doesn't stop spending, they use credit cards and then hope they get a raise.
Are politicians are doing the same thing, except they can give themselves a raise by raising taxes.
I am not rich so raising taxes on the rich does sound bad. I am not a immigrant so why not go after them. I rarely use a bridge, so that sounds good. I don't smoke, gamble or drink a lot so sin tax them. I don't build or improves houses so fee people to death. Oh wait I do own a house, own and drive a car, buy stuff, make money and even have a phone or two. Oh know......they are asking me to get them a raise....thats crap.
