The slick brochure sent out the the City of Santa Rosa, "Connections", that contained the original notice of the public hearing, was mailed too late to meet the 45 day notice by mail requirement of Article XIII D of the California Constitution for a public hearing on December 1. Several days later the City of Santa Rosa sent out another less expensive notice announcing that the public hearing had been "delayed" until December 8.

Obviously, the City of Santa Rosa does not want the public to know how incompetent it is in mailing the notice too late to meet the constitutional requirement. Therefore it wasted more taxpayer money to send out another notice saying that the hearing was "delayed". Of course, the hearing was not "delayed", it merely was not properly noticed due to the incompetence of the city. The city lied about the situation to cover up its own incompetence and the fact that it wasted public funds.
